Empowering China's Youngest Rural Children: Uniting Intervention Research and Policy Advocacy for Lasting Impacts

Abstract

We present findings from five studies on the China REACH project, the largest nationwide early childhood development (ECD) intervention for 0-3 year-olds in rural China. Initiated by the China Development Research Foundation (CDRF) and local governments, the project has benefited more than 45,000 children and aims to support 100,000 children in low-resource villages. The studies examine skill formation dynamics, intervention effectiveness during scale-up, career commitment of women social workers, impacts on left-behind children, and fiscal feasibility of nationwide implementation. Key insights include a revised model of skill formation, evidence of effectiveness attenuation during scale-up, factors affecting social worker retention, nuanced effects on left-behind children, and comprehensive cost estimates for nationwide expansion. These findings have significant implications for ECD policymaking.
