Abstract

The papers in this session explore how environmental conditions at the state, district, and university level influence efforts to leverage improvement research approaches in education. Taken as a whole, this work describes new ways to understand existing capacities in education systems and explores some mechanisms by which improvers can build system capacity for learning and improvement.
