A Review of the Literature: Educational Leaders Imagining Futures of Cultural Proficiency

Abstract

The U.S. schooling system is rooted in democratic values aimed at preparing children to be active community members. This narrative synthesis focuses on 24 peer-reviewed sources (2014-2024) exploring the Tools of Culturally Proficient Educational Practice to examine educational leadership. Cultural Proficiency is an inside-out mindset that centers personal values and behaviors, along with organizational policies and practices. The literature shows that leaders who adopt this framework foster inclusive school cultures through ongoing professional learning, equity-focused strategies, reflective practice, and efforts to dismantle systemic barriers. These actions advance social justice and build cultural competence in education.
