This study investigates how project-based learning (PBL) can integrate children’s cultural heritage and promote creativity in public kindergartens in Inner Mongolia, China. Using a mixed methods case study design, it explores the practices of four bilingual preschool teachers and the creative development of 115 children. Qualitative findings show that teachers incorporated local traditions, languages, and materials into classroom projects. Quantitative results revealed significant improvements in children’s novelty and usefulness scores on a creativity test. The study demonstrates that culturally responsive PBL fosters meaningful engagement and supports creative expression in early childhood. It offers practical insights for designing inclusive curricula in linguistically and culturally diverse settings.
