The Voice of Policy: A National Content Analysis of “Gendered” U.S. All-State Choir Policies

Abstract

This study analyzed All-State choir policies across all 50 U.S. states to assess their impact on transgender and gender-expansive (TGX) student musicians. Researchers examined publicly available documents and corresponded with officials, focusing on ensemble names, concert attire, housing, participation requirements, and vocal part assignments. Policies were categorized as inclusive, neutral, exclusionary, or inconclusive. Findings show growing inclusivity in ensemble names but wide variation—and often exclusion—in other areas. Using transgender and trans-identity theory, the study highlights how policy language shapes TGX students’ experiences. Results reveal systemic inconsistencies and hidden barriers, and recommendations include greater transparency, inclusive practices, and appeals processes. This work calls for affirming policies to support equity in All-State choral participation.
