This mixed-methods study examines China’s teacher title evaluation policy implementation through a provincial case study. Survey data from educators were analyzed using Fuzzy Comprehensive Evaluation, AHP, and SEM. Key findings reveal: (1) A core efficiency-effectiveness disjunction—efficient rollout contrasts with mediocre outcomes due to weak grassroots comprehension and executor/local government capacity; (2) Policy execution is driven by external factors (executor competence, social environment), while target group attributes (knowledge, participation) and policy design/resources directly impact results. Optimization strategies target three dimensions: teacher engagement, refined policy instruments (e.g., differentiated standards), and strengthened external safeguards to enhance implementation robustness.
