Triangulating Excellence: The Dynamic Interplay Between Regulators, Teaching Centers, and National Forums in Higher Education

Abstract

This study investigates complex governance relationships shaping teaching enhancement in Israeli higher education by examining interactions between regulatory authorities, Centers for Teaching and Learning (CTLs), and the National CTL Forum. Using interpretive phenomenological analysis of interviews with 31 current CTL directors, 9 former directors, and 5 national stakeholders, we identify a dynamic interplay characterized by formal and informal connections, varying perceptual frameworks, and multidirectional influence mechanisms. Our findings reveal the National Forum functions as a boundary organization mediating between regulatory imperatives and institutional implementation contexts. We introduce the Regulatory-Institutional Teaching Enhancement (RITE) framework, conceptualizing interactions across four dimensions: perception dynamics, interaction mechanisms, influence pathways, and resource relationships. The study highlights the importance of strengthening communication channels and developing differentiated approaches.
