Advancing School Improvement: Evidence from a TAP System Partnership in a High-Needs District

Abstract

Research shows that increasing the effectiveness of teachers can improve student outcomes. However, high-needs schools often face challenges in supporting and retaining teachers, highlighting the need for stronger Human Capital Management Systems (HCMS). This study examines the early outcomes of a high-needs district in the South-Central U.S. after one year of implementing a comprehensive HCMS model: the TAP System for Teacher and Student Advancement (TAP System). Using quantitative analyses, the study found increases in teacher effectiveness and retention as well as improvements in student academic performance. The findings suggest that the TAP System supports school improvement, offering actionable insights for researchers, policymakers, and district leaders seeking to build teacher capacity and student outcomes in similar settings.
