Collective Agency of Educational Leadership Faculty in the Restrictive Policy Climate

Abstract

The Florida legislature passed HB1291/SB1372 which prohibits teaching of identity politics and systemic inequity in educational leadership preparation programs (ELPPs) in 2024. Using collaborative autoethnography and guided by the ecological agency framework, our analysis revealed that we perceived these policies as part of the historic and cyclical systems of oppression that emerge in response to social progress. Our understanding was shaped by shared experiences of marginalization based on race/ethnicity and gender in multiple international, national, and regional sociopolitical contexts. Despite the chilling effects of the policies that led to fear and risk-averse behaviors, we strengthened our commitment to equity- and social justice-oriented leadership education and exercised collective agency by strategically responding to institutional requirements.
