Organizational Competencies and Policy Recommendations for Developing Provincial Education Offices in Thailand’s Deep South

Abstract

This study examines the organizational competencies of Provincial Education Offices (PEOs) in Thailand’s Deep South. Using a multiphase mixed-methods design, the study aimed to (1) examine organizational competencies, (2) develop indicators, (3) examine policy recommendations, and (4) compare competencies by location and roles. Four phases were conducted: 1) Document analysis and interviews (n=50), 2) Focus groups (n=17), 3) Expert validation (n=14), and 4) a survey study (n=87). Findings revealed that the PEOs performed eight key competencies in support of organizational operations. A total of 87 indicators were developed for organizational monitoring. Overall competencies were high. The study provides a competency framework and policy insights applicable to educational reforms in complex and diverse settings.
