Addressing the Shortage: Strategies for Expanding Asian Language Bilingual Teacher Education in Dual Language Programs

Abstract

This paper offers a concise history of Asian Language Bilingual Education in California, and emphasizes the strategies necessary to recruit, retain, and nurture critically conscious bilingual and plurilingual pre-service and in-service teachers. There has been an increase in the dual immersion programs, yet bilingual teacher preparation programs continue to struggle to meet the growing demand with an inequitable impact on Asian Languages. To address the challenge above, the CSU Asian Language Bilingual Teacher Education Program (BTEP) Consortium was re-established to increase the number of credentialed teachers with Asian bilingual authorization. This paper illustrates how the Asian Language BTEP Consortium can prepare future bilingual teachers in challenging English-only policies/monoglossic ideologies while building a more culturally sustaining, inclusive and equitable education.
