Transforming Systems for Inclusion: Advancing Reform for Students with Disabilities

Abstract

Inclusive education for students with disabilities in U.S. K–12 systems has advanced incrementally but remains uneven and fragmented. This paper examines 32 system-level reform initiatives that move beyond isolated efforts toward sustainable, equity-driven inclusion. True transformation requires unifying general and special education under a shared vision, sustained professional learning, and data-informed improvement cycles. Drawing on systems thinking and equity-centered frameworks, the paper critiques pilot-based and champion-dependent models, emphasizing the need for structural coherence. Key enablers include visionary leadership, cross-team collaboration, and equity-focused instructional and organizational policies. The paper offers implications for policymakers, leaders, and researchers to institutionalize inclusive practices and ensure every student’s right to high-quality education is fully realized.
