Abstract

School choice programs – a type of education public-private partnership – have the potential to expand access, foster innovation, and improve learning outcomes, especially for disadvantaged students. This paper examines the design and implementation of effective (universal) voucher systems. Drawing on international case studies and a policy benchmarking tool, the paper explores factors that contribute to the success of programs. These include diversity of supply (competition), innovation (provider autonomy), mechanisms for accountability, and the empowerment of parents and students.
