This paper offers a framework and roadmap for expanding large‑scale state and district assessment systems to address civic learning. Most systems emphasize a small number of metrics and fail to recognize the breadth of outcomes schools promote, including civic preparedness. Drawing on policy analysis, case studies, and existing research, we summarize the current state of large-scale assessment of civic learning and offer policy recommendations. By engaging communities (including youth) in defining civic priorities, adopting opportunity‑to‑learn indicators, and piloting measures through research‑practice partnerships, education systems can signal the importance of civic readiness without imposing burdensome requirements. Our recommendations aim to align assessment systems with the broader mission of public education to prepare students for informed, active participation in civic life.
