The Politics of Equity: Central Office Responses to State and Federal Pressures on Equity Policy Implementation

Abstract

This qualitative study examines how central office administrators in eight urban public school districts respond to growing political pressures surrounding equity-focused initiatives. Using Critical Policy Analysis, the study explores how power dynamics shape the interpretation and implementation of equity district-level structures, policies, and initiatives. Drawing on over 112 in-depth, semi-structured interviews, we analyze how administrators manage contradictory policy directives, protect vulnerable student populations, and sustain equity in politically contentious environments. Findings highlight three key dynamics: (1) the escalation of political interference, (2) widespread policy incoherence across governance, and (3) the emergence of adaptive leadership strategies. This study contributes to policy and leadership scholarship by illuminating how central office leaders exercise agency and navigate structural tensions in their efforts to advance equity.
