Findings indicate a significant negative effect on student learning due to teacher turnover and the need for school leaders to have strategies in place to promotes teacher professional development, leadership, status, and self-efficacy. This conceptual paper provides a much-needed concise guide for school leaders and policy makers in China, as well to other jurisdictions that want to make evidence-based decisions in the hopes of reversing teacher turnover.
