Does UPSTART Program Elevate Early Literacy Attainment of Utah Kids?

Abstract

A strong early literacy foundation is vital for academic success (National Institute of Child Health and Human Development, 2000). This study assessed the long-term influence of Utah's home-based UPSTART program on early literacy, examining third-grade outcomes and trends from grades one to three. We analyzed 9,417 UPSTART participants (2019 school year) and a propensity score-matched comparison group using statistical methods. Findings showed statistically significant, albeit small, differences in third grade reading outcomes, with UPSTART participants performing better. A consistent trend indicated UPSTART students outperforming non-participants in reading proficiency across all three grades. The results suggest UPSTART's impact may extend into early elementary years, enriching early learning and digital education literature. However, interpretations should consider home environment influences and study limitations.
