Instructional Supervision as Liberation: Culturally Responsive Mentorship Through National Board Facilitation

Abstract

This qualitative study examined how National Board Certification (NBC) facilitators enact culturally responsive instructional supervision (CRIS) as justice-oriented leadership. Using the C.A.R.E. Framework—Culturally responsive, Accomplished teaching, Reflective educators, and Equity-centered practice—we explored: (1) How do NBC facilitators implement CRIS to challenge dominant paradigms? (2) How does the NBC process shape their leadership and professional learning communities? (3) How do facilitators use mentorship to drive systemic change in schools serving historically resilient and marginalized teachers and students? Interviews with three facilitators revealed a shift from compliance-based supervision to justice-driven mentorship.
