Inequitable Access to Principal Preparation: A Statewide Review of Collective Bargaining Agreements

Abstract

Principal leadership is vital to school stability, climate, and outcomes, yet preparation for the role is often costly. Tuition reimbursement benefits negotiated through school district collective bargaining agreements (CBAs) can reduce financial barriers, but provisions vary widely, potentially reinforcing inequities. This study quantifies tuition reimbursement clauses across 498 Pennsylvania public school districts and examines demographic and geographic patterns using data from the 2020 Census, American Community Survey, and Pennsylvania Department of Education. Most districts offer minimal reimbursement. Disparities emerge based on student demographics and district locale (rural, town, suburban, urban), signaling the need for targeted investment. We offer potential interventions, including policy reform and district-university partnerships, to promote equitable leadership development access.
