Work-Based Learning and Student Outcomes: Evidence from Pennsylvania’s Secondary CTE Students

Abstract

Career and Technical Education (CTE) students in Pennsylvania can participate in work-based learning (WBL) opportunities during their programs. This study investigated whether participation in WBL is associated with academic outcomes like postsecondary enrollment and non-degree credential earning. Two cohorts of CTE students from the graduating classes of 2019 (N = 22,412) and 2020 (N = 22,501) were followed from their last two years of high school to potential postsecondary fall enrollment. Binary logistic regression modeled students’ odds of achieving these outcomes based on their WBL participation, controlling for demographic characteristics. Although participation in WBL was associated with positive outcomes in several cases, outcomes differed by opportunity type. These findings highlight the potential of WBL to promote students’ academic success.
