This study examines the implementation network of the Choice Neighborhoods Initiative (CNI) in Detroit's Corktown neighborhood. Using document analysis of 69 sources, we mapped 169 organizations and 334 relationships involved in CNI implementation. Our findings suggest that school districts are largely left out of the implementation network, despite a clear focus in the CNI on improving education outcomes. We also find that residents were more involved in the planning stages, but less so in implementation, despite significant delays. Results highlight missed opportunities for school-based interventions and suggest the need for sustained community engagement throughout implementation phases. This research contributes to understanding cross-sector collaboration challenges in addressing educational inequity through place-based housing initiatives.
