Holocaust and Genocide Education in California: A Study of Statewide Context and Local Implementation

Abstract

This study examines the current state of Holocaust and genocide education implementation across California's local education agencies (LEAs). Using a mixed-methods approach including surveys of 559 LEA representatives and qualitative interviews, the research reveals significant implementation gaps: only 26% of LEAs have established Holocaust and genocide education systems. Key barriers include insufficient time for curriculum development, lack of instructional resources, and inadequate professional development opportunities. While some districts have developed robust programs, the overall landscape remains fragmented and dependent on individual educator initiative. The study presents ten strategic recommendations to strengthen California's Holocaust and genocide education, including revising content standards, expanding professional learning, increasing funding, and establishing systematic state-level support to ensure equitable, high-quality education statewide.
