All Children Succeeding: Understanding the Inclusive Education Landscape in Uzbekistan

Abstract

This paper addresses research concerning the implementation of inclusive education in Uzbekistan. The Uzbek government has set aggressive targets to increase the number of schools that include students with disabilities within a broader effort to improve foundational education. In 2020, approximately 16% of students with disabilities were included in general education schools, with a goal of 40% by 2025. The USAID All Children Succeeding Activity was a consortium project to enhance educational access and attainment. We conducted a gap analysis to understand the current state of inclusive education for primary school children in two regions. With input from multiple stakeholders, we identified existing strengths, challenges, and barriers to meaningful educational access for students with disabilities.
