Understanding Personalization and Individualization from Education Policy Perspectives: Towards an Integrated School-Wide Implementation System

Abstract

There has been confusion regarding how personalization differs from other instructional approaches that aim to meet the diverse needs of individual learners, such as individualization. The purpose of this article is to address this ongoing confusion by introducing an integrated implementation system for personalization and individualization. Specifically, we detail education policy guidance on implementing these terms, focusing on identifying convergent components that inform the integrated system and divergent components that warrant careful adaptations to ensure access to inclusive education for all learners, especially for students with disabilities. The integrated system serves as a roadmap for navigating and advancing the system-level implementation of personalization, as it can encompass considerations and strategies for individualization within complex policy landscapes.
