How National Contexts Predict and Shape Students’ Digital Literacy: A Multilevel Analysis of ICILS 2023

Abstract

This study examined how student- and country-level factors related to information and communication technologies (ICT) predict computer and information literacy (CIL) in the International Computer and Information Literacy Study (ICILS) 2023. At the student level, ICT affective factors significantly predicted CIL. At the country level, income inequality was negatively correlated with CIL, whereas the Human Development Index (HDI) showed a positive association. Income inequality and HDI moderated the predictive effects of learning ICT and ICT use on CIL across countries. Students in more equal countries benefited more from ICT use at school, while students in low-HDI countries learned more from ICT use outside of school. These findings highlight the role of national context in digital literacy.
