Building AI Teacher Competency: Framework Development and Evaluation Through Design-Based Research

Abstract

As AI tools like large language models and adaptive learning systems become more common in schools, teacher education must evolve to prepare pre-service teachers for ethical and pedagogical AI integration. This study presents the design and evaluation of a localized AI competency framework and a 24-hour online course developed for pre-service teachers and instructional designers. Informed by UNESCO’s (2024) framework and Falloon’s (2020) model, the six-dimensional framework includes AI knowledge, pedagogy, ethics, assessment, human-centered education, and professional engagement. Using design-based research, the course and a self-assessment platform (TAICS) were piloted. Preliminary results show significant gains in self-efficacy and competency, especially in AI pedagogy and assessment. The study offers a replicable, contextualized model for AI integration in teacher education.
