Abstract

This study examines the implementation costs of Illinois’ Learning Renewal—Social Emotional Learning (LR-SEL) initiatives, funded through ESSER. Using the ingredients method, we analyzed three core programs—SEL Hubs, REACH, and Community Partnership Grants—across ten case study sites. Findings revealed significant variation in both overall and incremental costs across case study sites, largely driven by local implementation decisions and personnel time. While state funding supported infrastructure, schools incurred substantial opportunity costs, especially in staff time. The study underscores the importance of cost transparency and cost-based decision-making in education policy. It offers critical insights for policymakers on the financial implications of SEL programming and the need for balanced flexibility and accountability in funding models.
