Teacher Turnover in the U.S.: Who Moves, Who Leaves, and Why?

Abstract

Teacher turnover remains a significant challenge in the U.S., with about 1 in 7 public school teachers moving schools or leaving teaching each year. Using the 2020-21 National Teacher Principal Survey (NTPS) and 2021-22 Teacher Follow-up Survey (TFS), this study examined patterns of turnover among groups of teachers and how compensation and working conditions influence turnover. Turnover is higher among early-career teachers, those without standard certification, and in schools serving large concentrations of students of color, and students from lower income backgrounds. Regression analyses found that teachers with higher pay, stronger leadership, and greater job satisfaction were less likely to turn over. The research concludes with policy recommendations and research priorities to build a more stable and diverse teacher workforce.
