State leaders play a pivotal role in implementing equitable K–12 Computer Science Education (CSEd), yet little research explores their intra- and interstate networks. This study examines how CSEd leaders build infrastructure to support equity-focused policy implementation. We ask: How are state CSEd infrastructures designed? Who are the key actors, and how do their roles and relationships influence equity? Findings reveal how social networks shape CSEd policy adoption, highlighting implications for leadership, collaboration, and systemic reform.
