Counting the Cost: How I.C.E. Raids Complicate School Budgets and Planning

Abstract

We present novel evidence on how school principals in a large urban district that serves a majority Hispanic student population and a high population of English Learners are preparing for anticipated shifts in their enrollment and funding amid immigration enforcement activity. Drawing on interviews focused on school funding, we examine principals’ concerns about this emerging policy issue and their responses to its potential impact on their schools. Our findings underscore the need for ongoing data collection and research to better understand how new immigration enforcement policies impact schools and school leaders, especially in regions with similar demographics.
