To supply high-quality teachers to underdeveloped areas, China has implemented two targeted teacher education policies in universities: the Public-Funded Pre-service Teachers (PFPT) policy for provincial-level schools and the Excellent Teacher Plan (ETP) for poverty-stricken county-level schools. However, the candidates' teaching intention under these two policies is not satisfactory. Using latent profile analysis (LPA), this study investigates distinct combinations of three types of teaching intention among 350 PFPT and 301 ETP candidates and explored profile differences between the two policy groups. Three teaching intention profiles—low, medium, and high—were identified in each group. Significant group differences emerged in profile characteristics and distribution. The findings provide important insights for improving targeted teacher education policies in China and beyond.
