Reimagining Teacher Leadership: Bridging Leadership Gaps with Competency-Based Digital Apprenticeships

Abstract

This study explores how competency-based digital apprenticeships (DAs) can close leadership competency gaps among Career and Technical Education (CTE) educators. Using a quantitative Delphi method grounded in Competency-Based Teacher Education (CBTE), the study identifies key leadership needs, such as instructional leadership, technological fluency, and collaboration, that are underserved by traditional professional development. Findings show strong alignment between DA features and these needs, including flexible pacing, simulation tools, and peer mentoring. Participants viewed DAs as accessible, industry-aligned models for leadership growth. This research supports integrating DAs into licensure and Perkins V initiatives to build inclusive, future-ready CTE leadership pipelines. DAs offer a scalable, equity-driven solution for developing high-priority educator competencies.
