Abstract

The 2030 Agenda for Sustainable Development outlines global commitments, with SDG4 aiming to ensure inclusive, equitable education and lifelong learning for all. China has exceeded high-income country averages in key areas such as preschool enrollment, math proficiency, and qualified preschool teachers, positioning itself among leading developing nations. However, challenges remain: rising learning poverty in developing countries, the need to enhance population quality, education digitalization, competition in foreign aid, limited data on China’s global impact, and weak international discourse power. Addressing these requires building a dual-circulation talent system, improving indicator comparability, promoting educational cooperation through the Belt and Road Initiative, enhancing digital aid, and shaping narratives that reflect China’s contribution to SDG4.
