Abstract

This paper investigates the implementation of a large-scale digital curriculum reform designed to transform teaching and learning through open educational resources, interactive scenarios, and AI-enabled platforms. Drawing on official documentation and workflow records from January 2024 to December 2025, the study examines how governance structures, institutional collaborations, and instructional design frameworks shape policy enactment. It highlights how aspirations for inclusivity, equity, and sustainability are negotiated in practice as reforms are scaled across diverse contexts. Data collection is ongoing, with stakeholder interviews to be completed in December 2025. Emerging findings illuminate both enabling conditions and systemic challenges, situating this initiative within international debates on digital transformation, policy implementation, and the pursuit of equitable and sustainable education systems.
