State-Led Student-Centered Learning in Context: A Comparative Case Study Approach

Abstract

This study investigates early-stage implementation of student-centered learning through a state-led initiative. Using a comparative case study approach, we describe various “on-ramps” taken to the work in different districts, exploring how local actors interpret and adapt student-centered learning in politically complex environments. Findings identify the relational, structural, and contextual drivers of successful implementation at the school and district level, as well as student- and teacher-level outcomes. Qualitative findings highlight the importance of coherence between state initiatives and local priorities, attention to process when scaling initiatives beyond an initial pilot, and sustainable local structures for teacher development and continuous refinement. Results highlight the promise of student-centered learning for improving student engagement and outcomes.
