Strengthening Instructional Leadership Skills of Regional, Shared-time Center Directors: Testing a Leadership Academy model

Abstract

This paper presents findings from a randomized control trial pilot study of the CTE Leadership Academy (Academy), a professional learning model developed to strengthen the instructional and organizational leadership capacity of regional, shared-time technology center directors. The study was conducted during the 2023/24 school year and examined the implementation and perceptions of the Academy and its promise in impacting leadership and teacher practices. Twenty-five center directors from Kentucky participated. The Academy was implemented as planned and received positive feedback, particularly for its collaborative aspects. Findings suggest that the Academy may have the potential to strengthen CTE leadership practices, but the lack of baseline equivalence limits the impact estimates. There was no evidence of its potential impact on teacher practices.
