The Unification Story: Transforming New Orleans Schools

Abstract

This historical case study analyzes the unification of New Orleans’ public schools from a fragmented, post-Hurricane Katrina landscape to a unified, all-charter district under local governance (2005-2025). Utilizing qualitative analysis of archival documents and the reflective narrative of the superintendent who led the reform, the study examines the process and outcomes of this transformation. Framed by theories of portfolio governance and equity-focused leadership, the analysis demonstrates how strategic coalition-building and policy design facilitated the passage of Act 91 (2016), which restored local control while incorporating equity safeguards. The unified system demonstrated resilience during the COVID-19 crisis, validating the benefits of coherent governance. This study provides critical insights into systemic reform, leadership, and hybrid governance in urban education.
