Unspoken Challenges to Data Collection and Use in OST Programs

Abstract

Recent research uncovers challenges to data use in OST programs, however this research focuses on the working environment of a program without exploring broader systemic issues that impact individuals and communities. To understand data use in OST programs, we use a comparative case study approach that weaves findings from two studies into a cohesive narrative highlighting the personal and community histories of OST professionals. We find that data collection in OST programs today is challenged by previously identified factors, such as time and resources, but is more often challenged by broader systemic issues, such as a misalignment between funders requirements for data use and program goals, as well as moral ethics impacting individuals collecting data.
