Development and Implementation of Tier 1 MTSS for Academic and Behavioral Supports in Elementary Grades

Abstract

This study examined the effectiveness of Rising Together (RT), a 12-week Tier 1 MTSS program implemented in Grades 4–6 in South Korea. Using a quasi-experimental mixed-methods design, students demonstrated significant academic gains in Korean (β = .140, p = .001) and math (β = .133, p = .007) through biweekly assessments. Repeated Measures ANOVA indicated improved classroom behaviors over time (F(7, 574) = 6.34, p < .001), with significant improvements in preparedness and on-task behavior. Teachers reported high fidelity and strong social validity, noting increased student participation and improved behavior. These findings support the feasibility of implementing Tier 1 MTSS in general education classrooms.
