Abstract

This paper presents a critical review of ethical codes in education, focusing on their implications for educational leadership, policy, and organizational culture within schools. The analysis synthesizes six core dimensions that recur across national codes, including student well-being, teacher professionalism, collegial relationships, parental engagement, community involvement, and regulatory compliance. The study outlines a five-stage process of development and implementation that emphasizes transparency, stakeholder participation, and iterative feedback. Drawing on literature in education and intentional ethical conduct, this interdisciplinary review highlights how ethical culture in schools can be shaped by leadership practices, shared values, and system-level support. A conceptual framework derived from these findings guides institutional initiatives. It provides practical guidelines for building a robust ethical foundation in education.
