The Standards for Educational and Psychological Testing require qualified personnel for valid assessment administration, including appropriate training and expertise for accommodations providers. This study analyzed publicly available policies from all 50 states and the District of Columbia to examine qualification requirements for test administrators, proctors, and accommodations providers serving students with disabilities and English learners. Results revealed substantial variation across states, with only 21 states requiring training for test administrators, and significant gaps apparent in policies for specialized roles like translators and interpreters. Additionally, the study found that many states permit non-school employees in testing roles, raising security concerns. Findings suggest current state policies may not meet established validity standards, threatening assessment integrity and educational equity for students requiring accommodations.
