Fostering Digital Citizenship: Preparing Pre-Service Teachers as Agents of Media Literacy

Abstract

Grounded in the concept of digital citizenship, this study investigates the media literacy competencies of pre-service teachers in Taiwan. The goal is to understand how they can be better prepared to become informed, responsible, and altruistic digital citizens and educators. Using qualitative data from 16 participants (fieldnotes, open-end responses, artifacts), we found that while pre-service teachers demonstrate strong skills in Access, Analysis, and Reflection, they exhibit weaker competencies in Creation and Action. These findings suggest a critical need for enhanced conceptual scaffolding and structured support within teacher education programs. This study contributes to the literature by highlighting a gap in preparing future educators to not only understand media literacy but also to integrate it into their teaching practice.
