Allocating Resources for School Improvement: A Multiple - Case Study

Abstract

For decades the investment of millions of dollars has been poured into underperforming schools as the allocation of educational resources has been found to be fundamentally linked to the quality of education students receive.Despite substantial fiscal investments the results of school improvement have been mixed. The Every Student Succeeds act or ESSA, additional funding has been set aside to support school improvement. To better understand how district leaders are leveraging federal funds to improve underperforming schools, this paper highlights a case study of three districts designed to answer the following research questions 1) Are funds being equitably distributed based on need to support school improvement? and, 2) What practices are occurring to ensure the leveraging of funds for school improvement?
