How Are Federal Resources Determined to Support School Improvement Strategy? Understanding SEA’s Funding Allocation Processes

Abstract

This paper assesses the allocation of the federal Title I Part A funds that are resourced to support school improvement and explores the processes that state education agencies undertake to allocate those resources for the purpose of improvement. The research questions are primarily explored through an understanding of how SEAs apprise and make decisions through reviews of their district application process and primarily through the federal statue section 1003 of the Every Student Succeeds Act. As the allocation of resources to K-12 is a complex matter, this article shares interview data attained across ten states participants and examines indirectly whether school funding and resource allocation processes across state education agencies are sufficient to improve schools.
