Abstract

This study explores how higher education assessment professionals navigate organizational complexity to implement equity-minded assessment practices. Using the McKinsey 7-S framework, the research analyzes 20 interviews with national leaders in equity-informed assessment. Findings reveal persistent barriers related to data access, stakeholder engagement, and institutional systems, often exacerbated by decentralized structures and political climates. Shared values, coalition-building, and trust emerged as critical enablers of progress. Participants described navigating competing priorities and institutional constraints while advocating for inclusive practices. The study underscores the need for intentional collaboration, adaptive leadership, and reflective practice in advancing equity through assessment, offering a nuanced organizational lens to guide future efforts.
