Development and Validation of the Hazard Literacy Self-Assessment Scale

Abstract

This study developed and validated the Hazard Literacy Self-Assessment Scale (HLSAS) based on a five-dimensional framework: the Knowledge and Understanding, the Reasoning and Skill, the Values and Attitudes, the Psychological and Emotional, and the Behavioral and Practical Engagement. Items were created through expert review and pilot-tested with adults (n=500). Based on item analysis and exploratory factor analysis, the scale was revised and validated in a main survey (n=500). Confirmatory factor analysis supported the proposed structure, and all subscales showed acceptable reliability and validity. The HLSAS provides a reliable self-report tool to assess hazard literacy and supports future research and education aimed at enhancing citizens’ preparedness and response in disaster and hazard contexts.
