For this study, we present the development and pilot validation of a survey instrument assessing faculty perceptions of governance at Kuwait University. Grounded in organizational theory and the concept of shadow governance, the instrument captures both formal policy structures and informal practices (e.g., unwritten norms, discretionary behaviors, interpersonal relationships) that shape decision-making and resource distributions across academic settings. The 27-item Likert-scale instrument was piloted with nine faculty members across disciplines. Internal consistency was strong across all constructs and overall (α = .853 to .970). Descriptive analyses revealed meaningful variation with responses tied to informal practices. Findings support the instrument’s psychometric soundness and offer a foundation for broader implementation and further inquiry into governance in Kuwaiti and other higher education settings.
