Development and Implementation of a System Infrastructure for Community Schooling

Abstract

This study focuses on the implementation of a large state-wide investment in community schools, the California Community Schools Partnership Program (CCSPP). The study assesses the development of the following system-level capacity building strategies: 1) shared commitment, understanding and priorities; 2) centering community-based learning; 3) collaborative leadership; 4) sustaining staff and resources and 5) strategic community partnerships. Hypothesis testing reveals that schools had a statistically significant, positive average change for most of these strategies from the first to the second year of implementation of the CCSPP. Over time schools also adapted their selection of evidence sources to assess their growth on the strategies, which suggest evolving priorities and a growing reliance on structured data sources like surveys and formal agreements.
