Dilemmas in Collaborative Governance of Non-degree Education in Chinese Colleges and Universities

Abstract

In China, the government implements the policy of "separating management and teaching" in non-degree education in colleges and universities. However, it has been difficult for various stakeholders to collaborate. The management department and the educational institution have struggled to clarify the boundaries of responsibilities, and the participation of social organizations has been low,and the adaptability of technical tools is also insufficient. To overcome these challenges, non-degree education in colleges and universities needs to coordinate interests through strategies such as cooperation, negotiation, consultation, service, and supervision. It should reposition the roles of each actors, confer common interests, set quality standards and responsibility lists, release the efficacy of technical governance, and establish stable communication channels and effective collaboration models.
