The Protective Role of Low-Cost Child Care Policy in Families Navigating Child Temperament Challenges

Abstract

Children’s temperament significantly influences parenting, with more difficult behaviors increasing caregiving challenges and contributing to role strain and diminished psychological well-being. In 2021/2022, the Canadian Federal Government launched the Canada-wide Early Learning and Child Care (CWELCC) system to expand equitable access to quality ELCC services. This study examined whether perceived benefits from the CWELCC policy moderated the relationship between child temperament and parental mental health. Findings indicated that parents who reported experiencing CWELCC benefits–especially those related to their child’s development–showed lower levels of depression and anxiety, even when caring for temperamentally difficult children. These results highlight the protective impact of CWELCC on parental well-being and underscore the potential of ELCC systems to serve as holistic supports for both children and families.
